Bolded text is text added to the rule, while italic text is text removed from the rule. I formatted the revisions like this because Fandom doesn't have strikethrough for polls, at least not to my knowledge. Everything between <> is part of the rule. Discussions regarding adjustments to the proposed replacement rule are located below.

Rule 4.7: Definition of "Minor Characters" and how to handle them
Minor characters are any characters that do not meet the established criteria to be considered a character and therefore documented on their own separate page. If they do not show variation from the majority (simply having different clothes/attire is not enough variation), have not been given a name from Boom himself and/or have no relevance to the story and have done nothing notable little of note they will be considered a minor character and deleted placed on their respective minor character page accordingly. Following this the creation of such articles are now prohibited and creation of them will result in the warning. Following >(insert date of approval here, assuming this revision gets pushed through)<, minor characters are to be divided into different pages based on size (Normal or Large), upgrades (1.0, 2.0, 3.0, and so on), and faction (Cameramen, Speakermen, TV Men, Skibidi Toilets, Astro Toilets, or Human).
All polls that propose to bring back minor characters are void unless the user is capable of proving they are not actually a minor character. (For example, a poll proposing to bring back a characters page who has already been firmly established to be a minor character is void)
Rule 4.7.1: Minor Character Polls
Polls to give a minor character their own page will be made under the following conditions:
-There has not been a poll regarding the minor character in question being promoted from or demoted to a minor character for either 30 days or since the latest episode they appeared in was released, determined by which of the two was more recent. If this condition is not met, the poll cannot be made.
-A staff member (mod or admin) determines that a character is not minor, but another staff member of equal rank disagrees, in which case the staff member in favor of promotion must make the poll.
-Alternatively, five regular users agree that the character in question is not a minor character and can present their case accordingly and logically. One of the five users must make the poll while pinging all other users involved in the case, as well as one admin (which can be one of the users involved).
Characters can be promoted to non-minor simply by winning a minor character poll at 50%, but cannot be demoted to minor except through a 67% majority in a poll, and Rule 4.7.2 must not apply to that character.
Rule 4.7.2: Skipping Minor Character Polls
Minor characters are automatically given a separate page if any of the following are true, provided that they can be identified separately from other characters of the same category:
-They have at least one confirmed POV appearance
-They have been directly named within Skibidi Toilet or outside of it by an authoritative source on Skibidi Toilet, such as DaFuq!?Boom! or Invisible Narratives-They have appeared at least x times, where x is the number of released full episodes divided by 10 and rounded to the closest whole number >(since this is currently 79, x is set to 8)<
-A minor character poll has gone through in their favor.
-All staff members of the highest rank involved are in agreement on creating the character's page and have gotten approval from the admins to do so
