Jeffrey is a TV Man who made his debut in Skibidi Toilet 78. He was seen in the shadow realm while Large TV Man 2.0 and Buzzsaw Skibidi Mutant 3.0 were conversing on the way to the battlefield to rescue a group Alliance members and Skibidi Toilets that were attacked by the Astro Toilets.
He is a strange TV Man who, by Large TV Man's words, has spent too much time in the Shadow Realm during teleportation, which seems to have driven him mad, given that he's shaking during his appearance, he remains in the void and hasn't gotten out for unknown reasons.

Jeffrey resembles a Normal TV Man with two tentacles behind his back, overall his full appearance is unknown, as most of his body is obscured by the shadows, only his screen and tentacles are visible, which are similar to Large TV Man 2.0's Detaining Claws.

In this episode, Jeffrey made his debut, appearing in Buzzsaw Skibidi Mutant's visions, slowly moving towards him with unclear intentions, shaking around relentlessly, either due to the effects of the void or his own humanity being lost horribly due to staying there for too long, he seems to be infamous among the TV Men, as Large TV Man states that he "Wouldn't mind some company".
